The Blockchain State Conference
The second edition of “The Blockchain State” built upon the foundations laid in 2023. While the first event explored potential applications of blockchain technology in the public sector, this year’s conference, organized by NASK and the Ministry of Digital Affairs, focused on the strategic role of blockchain in the state’s digital transformation and cybersecurity landscape.

What Was Discussed?
The conference explored key developments at the intersection of blockchain and digital public infrastructure. Discussions focused on financial market infrastructure, the evolution of stablecoins, and tokenization. Highlights included European initiatives under the Digital Europe Programme, the Path to the Digital Decade 2030 policy roadmap, the launch of the multi-country Europeum-EDIC project, the role of EBSI in enabling verifiable credentials.
Fueling Blockchain Growth
While participants broadly recognize the benefits of blockchain, they highlight the need for peer exchange on practical solutions and real-world deployments—especially in the public sector. Together with the Ministry of Digital Affairs and a broad network of experts, NASK is exploring how the state can not only support but also co-develop blockchain-driven innovation, including within regulated environments. The core ambition is to translate blockchain’s unique features into citizen-focused applications that enhance trust, security, and digital convenience. The conference also outlined key priorities for national digital policy in the blockchain space—emphasizing the need to adapt legal and regulatory frameworks to remove unnecessary barriers and enable blockchain adoption across public administration and beyond.
